Program Manager – Mission Application Modernization

Concept Solutions is seeking an experienced Program Manager to lead a high-visibility federal technology program supporting a Department of War (DoW) customer. This leadership position will oversee multidisciplinary teams responsible for developing new capabilities, modernizing mission-critical systems, and sustaining production applications.

The ideal candidate is a seasoned federal program leader who brings strong executive-level communication, operational discipline, and demonstrated success managing large, complex IT programs. This individual will serve as the primary customer interface, ensuring successful program delivery while balancing technical performance, financial accountability, staffing, and customer expectations.

• Provide strategic and operational leadership for a federal IT program consisting of 50+ personnel across multiple technical, development, sustainment, security, and operations teams.
• Maintain full accountability for program cost, schedule, quality, contractual performance, and customer satisfaction.
• Serve as the primary point of contact for the federal customer, building trusted relationships with Government leadership and key stakeholders.
• Lead program governance, executive-level briefings, performance reporting, risk and issue management, and milestone acceptance activities.
• Oversee the transition of existing production applications from the incumbent contractor, ensuring continuity of operations, effective knowledge transfer, and timely staffing.
• Direct the development and modernization of mission-critical applications while maintaining reliable operations and sustainment of existing systems.
• Provide leadership and oversight to technical, sustainment, security, and operations leads, ensuring alignment across workstreams and program priorities.
• Manage program staffing, workforce planning, subcontractor performance, resource allocation, and personnel accountability.
• Oversee fixed-price and milestone-based delivery, ensuring contractual commitments, acceptance criteria, and financial objectives are achieved.
• Lead change control and proactively address scope, schedule, resource, and performance risks.
• Foster a culture of accountability, collaboration, continuous improvement, and mission-focused execution.

What we're looking for

• 15+ years of federal IT program management experience, including responsibility for complex, fixed-price or milestone-based technology programs.
• Demonstrated experience successfully leading programs with 50 or more personnel, including multidisciplinary technical teams and subordinate managers.
• Proven experience transitioning production systems or IT services from an incumbent contractor while maintaining operational continuity.
• Experience overseeing both new application development or modernization initiatives and ongoing production sustainment.
• Experience negotiating and administering Other Transaction Agreements (OTAs) or comparable federal contracting instruments.
• Strong financial management skills, including budget oversight, resource planning, cost control, and performance accountability.
• Demonstrated ability to lead customer-facing governance activities, communicate with senior Government stakeholders, and resolve complex program challenges.
• Experience managing subcontractors, technical leads, staffing priorities, and cross-functional program dependencies.
• Excellent executive communication, organizational leadership, decision-making, and problem-solving skills.
• Active Secret clearance or higher.

Preferred Qualifications

• Project Management Professional (PMP) certification.
• Experience supporting Department of War security authorization processes.

Work Location & Schedule

• Location: Hybrid. Work may include Concept Solutions’ Reston, Virginia headquarters, approved remote locations within the United States, and Government facilities in Northern Virginia and Maryland as required. On-site activities will typically include kickoff meetings, discovery sessions, testing events, and milestone reviews.
• Schedule: Full-time, 40 hours per week, Monday through Friday, with core hours of 9:00 a.m. to 3:00 p.m. Eastern. The program operates on a two-week sprint cadence with customer demonstrations each sprint.
• Travel: Approximately 0–10%, primarily within the Washington, DC metropolitan area.
• Security Requirement: U.S. citizenship is required. Candidates must be eligible to obtain and maintain a DoD security clearance. An active Secret clearance or higher
• Compensation: $175,000–$205,000
