Reston, Va. — February 22, 2021 — The U.S. Department of Transportation (DOT) and Federal Aviation Administration (FAA) recently awarded Concept Solutions, LLC (CS) a systems engineering and technical support services contract with a focus on integrating Unmanned Aircraft Systems (UAS) into the National Airspace System (NAS).

Under the terms of the $33 million, five-year, indefinite quantity/indefinite delivery (IDIQ), single award contract, CS will lead a team of small and large business partners in helping the FAA Air Traffic Organization’s (ATO) Mission Support Services (AJV) Strategy Directorate (AJV-S) mature concepts and requirements to advance the state of UAS integration in the NAS and enable a range of envisioned use cases including but not limited to: linear infrastructure inspection, agricultural surveillance, small package delivery, on-airport surface inspection, Class A airspace operations, and Urban Air Mobility (UAM) passenger operations.

To achieve these goals, CS will support AJV-S with identifying and confirming NAS system and service enhancements necessary to enable routine UAS operations in the NAS by conducting operational needs assessments; concept exploration, development, and verification; and requirements continuity efforts. CS will mature concepts associated with the adaptation of existing and planned enabling systems, decision support tools, and services; identify corresponding operations, functions, and performance requirements for the concepts; reduce technical risk, quantify benefits, support alternatives development, and identify safety concerns; and arrive at and evaluate program-specific operational shortfalls and proposed solutions addressing those shortfalls. Task activities will include detailed, structured technical analyses of the solution areas to evolve concepts and requirements while ensuring traceability to validated air traffic-related operational needs, as well as prepare for formal acquisition milestones for systems and services necessary to support UAS integration.

Reston, Va. — May 15, 2020 — Concept Solutions, LLC (CS) has been awarded the Federal Aviation Administration (FAA) Command and Control Communications (C3) Support contract, adding crisis management and continuity of operations support to its growing role in safeguarding the flying public.

The FAA’s Command and Control Communications Division, AXE-400, is tasked with providing secure, redundant and reliable communications between the Agency’s Washington, D.C., headquarters and its nationwide aeronautical facilities. Whenever a manmade or natural disaster disrupts the standard local, regional or national telecommunications infrastructures, C3’s products allow FAA leadership to directly manage and – if necessary, restore – the National Airspace System (NAS).

Concept Solutions will, under the terms of the C3 Support contract, provide system engineering, network engineering, communications security (COMSEC), intelligence, financial and other administrative support to AXE-400 for up to a five-year period of performance. It will also support and modernize the FAA’s Washington Operations Center Complex (WOCC) and several Regional Operations Centers (ROCs).

Chief among the computer systems Concept Solutions will maintain is the Emergency Operations Network (EON), which integrates web applications, Microsoft SharePoint and a Geospatial Information Systems (GIS) platform to provide a high-level overview, trend analysis and logging of incidents such as laser attacks, unmanned aircraft system (UAS) violations and disruptive passengers.

The Feb. 26 award strengthens Concept Solutions’ rapidly expanding range of technical support offerings to the U.S. Government. The company’s other recent wins include its mid-February admission into the U.S. General Services Administration’s One Acquisition Solution for Integrated Services (OASIS) Small Business (SB) Pool 1 governmentwide acquisition contract, and its October 2019 selection as a prime contractor in the U.S. Air Force’s Kessel Run project.
