Reston-Based Firm Will Enable Real-Time Airspace Management Between FAA, US Military and Multiple Civilian Agencies
Reston, VA - October 25, 2006 - ConceptSolutions (www.Concept-Solutions.com), a growing information management and technology consulting company serving commercial, government, and military organizations, announced today that it has won a two-year, BITS II contract worth an estimated $6 million from the Federal Aviation Administration (FAA) to continue its upgrade of FAA’s Military Operations (MILOPS) Systems. MILOPS is a real-time information management gateway that offers invaluable online airspace information to a variety of government, military and civilian agencies, including general and commercial aviation.

MILOPS enables the safest, most efficient use of US airspace and provides maximum coordination between the DoD, FAA and airspace users affected by Special Use Airspace (SUA) and other special-purpose operations. ConceptSolutions will upgrade and manage vital MILOPS applications, such as the Special Use Airspace Management (SAMS) tool, which schedules and monitors all charted special use airspace; FAA-DoD interface via NIPRNet, an encrypted communications pathway; SUA Schedules Data Gateway, which enables online accessibility; and the Global Positioning System/Wide Area Augmentation System.
In an earlier phase of the system upgrade in June, FAA kicked off the nationwide deployment of the new Military Airspace Data Entry (MADE) system also developed by ConceptSolutions for FAA’s Air Traffic Office of System Operations Security. MADE is an automated, Web-based system that enables the US Department of Defense (DOD) and branches of the military to safely and efficiently schedule use of Special Use Airspace (SUA), Air Traffic Control Assigned Airspace (ATCAA), and Military Training Routes. MADE facilitates maximum coordination between a variety of government, military and civilian agencies.
The MADE system works in conjunction with FAA’s SUA Management System (SAMS) to provide real-time data for scheduling airspace usage. SUA includes, but is not limited to, Military Operations Areas (MOA), restricted areas, warning areas, prohibited areas, alert areas, and controlled firing areas.
The MADE system enables military users to:
• Streamline the process for daily SUA schedule submission, activation, and dissemination
to National Airspace System (NAS) users;
• Enhance DOD’s ability to edit previously submitted schedules – with cancellations
or updates – resulting in a more accurate representation of the scheduled airspace;
• Automate the process for Traffic Management Unit (TMU) review and activation of daily
SUA schedules;
• Reduce workload associated with manual processing of schedules sent by fax, email,
or phone;
• Identify when coordination is needed between two or more DOD organizations desiring
to schedule the same airspace during the same timeframe.
ConceptSolutions has nearly completed nationwide rollout and trained 70 percent of the users on the MADE software for more than 130 SUA scheduling sites. In addition, ConceptSolutions works with all branches of the military to identify future requirements to continuously improve scheduling of SUAs and provide more accurate accounting of airspace usage. MADE is a vital part of FAA’s broader effort to upgrade its overall MILOPS systems.
